Trawl Catch Shares

Trawl rationalization involved two closely related decisions: creating the management system used to rationalize the trawl fishery (Amendment 20) and determining the proportion of the available catch that would be allocated to the trawl fishery for many, but not all quota species (Amendment 21). To rationalize the trawl fishery, Amendment 20 implemented catch shares: individual fishing quotas for the shoreside trawl fishery and harvester co-ops for the at-sea whiting sectors.

Limited Entry Fixed Gear (LEFG) Permit Stacking Program

The limited entry fixed gear stacking program for sablefish was developed and implemented in a series of actions, but was established as a catch share program officially through Amendment 14.  The LEFG stacking program rationalized the primary sablefish fishery for fixed gear vessels by allowing an extension of the fishing season and stacking of permits to allow vessels to harvest multiple limits.
