This document presents and analyzes proposed amendments to both the salmon and Pacific Coast groundfish fishery management plans (FMPs). The 12th amendment involved three issues: retention of salmon bycatch in trawl fisheries, management objectives for species listed under the Endangered Species Act, and updating the salmon FMP with no change in management objectives.
