The Pacific Fishery Management Council’s (Pacific Council) Highly Migratory Species Subpanel (HMSAS) is holding an online meeting. The meeting will be held Wednesday through Friday, February 28-March 1, 2024, starting at 8 a.m. Pacific Time each day and continue until business is completed. This meeting is being conducted remotely with a web broadcast that provides the opportunity for remote public comment. In the event an outage occurs or technical issues arise that impact the experience of remote attendees, we will attempt to resolve them but ultimately we cannot guarantee that they will be resolved satisfactorily.

Purpose of the meeting

The purpose of this meeting is to familiarize the HMSAS with relevant topics to be taken up at the September 2023 Pacific Council meeting and begin considering the contents of reports the HMSAS may wish to submit to the Council. The HMSAS also may discuss a joint meeting with the HMS Management Team coincident with the September Council meeting to plan a workshop on West Coast swordfish fisheries and transition of the California drift gillnet fishery.

Purpose of the meeting

The purpose of this online HMSMT meeting is to plan for a joint meeting with the Pacific Council’s HMS Advisory Subpanel concurrent with the September 2023 Pacific Council meeting. The Pacific Council directed its two HMS advisory bodies to meet jointly to develop a detailed proposal for a workshop involving stakeholders. The objective of such a workshop would be to consider the development of fisheries for swordfish and other economically important species caught in the California large-mesh gillnet (DGN) fishery. This discussion is in the context of the transition of the DGN fishery as mandated by the Drift Gillnet Modernization and Bycatch Reduction Act.

Purpose of the meeting

The two main topics the HMSMT will discuss in this meeting are the development of a proposed agenda for a workshop the Pacific Council is considering to address issues related to the management of West Coast swordfish fisheries and to review material related to HMS essential fish habitat (EFH). The Pacific Council will discuss the workshop at its June 2023 meeting and will begin a review of the current EFH definitions in the HMS Fishery Management Plan at its September 2023 meeting. The HMSMT also may discuss other topics related to Pacific Council agenda items and related workload.

Any recommendations developed by the HMSMT would be included in a report to the Pacific Council for that agenda item. Other items related to HMSMT workload may be discussed, time permitting.
