The Pacific Fishery Management Council (Pacific Council) will convene a Stock Assessment Review (STAR) Panel (STAR Panel 3) to review new stock assessments for petrale sole and canary rockfish. This STAR Panel meeting is open to the public and being conducted in person with a web broadcast that provides the opportunity for remote listening and public comment.
The STAR Panel meeting will be held Monday, July 24, 2023 through Friday, July 28, 2023 beginning at 8:30 a.m. Pacific Daylight Time (PDT) and ending at 5:30 p.m. each day, or when business for the day has been completed.
This meeting is being conducted in person with a web broadcast that provides the opportunity for remote public comment. In the event an outage occurs, or technical issues arise that impact the experience of remote attendees, we will attempt to resolve them but ultimately, we cannot guarantee that they will be resolved satisfactorily.
Purpose of the meeting
The purpose of the STAR Panel is to review draft 2023 stock assessment documents and any other pertinent information for petrale sole and canary rockfish, work with the Stock Assessment Teams to make necessary revisions, and produce STAR Panel reports for use by the Pacific Council and other interested persons for developing management recommendations for fisheries in 2025 and beyond. The review panels will consist of members of the Pacific Council’s Scientific and Statistical Committee’s Groundfish Subcommittee, at least one independent expert from the Center for Independent Experts, and other invited expert reviewers. Representatives of the Pacific Council’s Groundfish Management Team and the Groundfish Advisory Subpanel will also participate in the review as advisers.
No management actions will be decided by the STAR Panels. The STAR Panel participants’ role will be development of recommendations and reports for consideration by the Pacific Council at its September meeting in Spokane, Washington.

The meeting will be held at Montlake campus of the Northwest Fisheries Science Center (NWFSC), located at 2725 Montlake Blvd. East, Seattle, WA 98112. Although the site’s official address is on Montlake Blvd E., the main entrance to the facility is accessed at 1853 E. Hamlin Street.

Campus Access and Security
Security procedures at the Montlake campus have changed considerably since an in-person STAR Panel meeting was last held on site. One major change is that the campus is now secured by access gates that are normally locked 24/7. Also new is a requirement that all visitors, even if only attending a meeting in the secure auditorium space, will need to obtain and wear a visitor badge throughout their time on campus.
To expedite the badging process, those planning to attend the meeting in-person should provide their name, email, phone, and affiliation to Marlene A. Bellman (email@example.com) or Jim Hastie (firstname.lastname@example.org) as early as possible. It would also be useful to know in advance if individuals planning to attend in-person are foreign national visitors.
NWFSC security has requested that Center staff collect badges when visitors leave the site each day (if not intending to return the same day). When arriving the following day, badges will be returned to visitors for the day by Center staff in the Auditorium area. There will not be a need to return to the Visitor Center.
