Transfer of Halibut Management Authority Moves Forward

Plans to transfer management of the non-Indian commercial directed halibut fishery from the International Pacific Halibut Commission (IPHC) to the Council are moving forward. In June, the Council committed to working closely with the IPHC and stakeholders on transitioning the management of this fishery, and outlined the Council’s intentions for the fishery in the near future. 

The Council asked that IPHC continue to issue licenses for the 2A halibut fisheries, including the directed commercial halibut fishery for 2020 and 2021, to provide time to develop and enact a new regulatory framework. The Council will also ask IPHC to enter into a data sharing arrangement for the IPHC 2A halibut licensing system and the commercial directed halibut fishery logbook data.

For the next few years the Council will focus on a smooth transfer of management authority for the commercial directed fishery, and will not be considering any major changes to the current fishery structure.  That said, the Council will consider changes to the fishery within the existing structure (i.e., an open access fishery managed by fishing periods and vessel limits) beginning in 2019 for 2020 regulations. 

Beginning in 2019, the Council will use the September and November meetings (concurrent with the halibut Catch Sharing Plan process) to set directed commercial halibut fishery regulations within the existing season structure.

Comment Solicited on Draft Council Operating Procedure 27: Process for Initiating Allocation Reviews

The Pacific Fishery Management Council (Council) is soliciting public comment on a new Council Operating Procedure that will specify the process for initiating allocation reviews, including identification of trigger criteria for a review.  This draft was developed at the April 2019 Council meeting in response to National Marine Fisheries Service (NMFS) procedural and policy directives.  An allocation review involves an assessment of the performance of the inter-sector allocations the Council recommends under its fishery management plans and catch sharing plans.  Such an assessment might lead the Council to conclude that a current allocation is performing well or that revisions should be considered.

The full set of NMFS directives to which the Council is responding is available in the April 2019 briefing book materials (Agenda Item D.4).  Procedural Directive 01-119-01 identifies three general types of allocation review triggers: public interest-based, time-based, and indicator-based (see pages 7-15, of the procedural directive).

The Council is scheduled to finalize  draft operating procedure 27 at its June 2019 meeting.  Comment on Draft Council Operating Procedure 27 should be submitted through the Council’s June 2019 Council meeting public comment e-portal.  Comments submitted by 5:00 p.m., Thursday, May 23, 2019 will be received by Council members as part of their advance briefing book materials for the June meeting.

April 2019 Briefing Book available online

The Briefing Book for the April 9-16, 2019  Council meeting has been posted to the Council’s website on the “April 2019 Briefing Book” webpage. The Briefing Book contains the meeting agenda, “situation summaries” (brief summaries that provide background for each agenda item), reports and materials for each agenda item, and public comment submitted to our e-portal.
