Methodology Review Meeting to be held January 22-24, 2019 in Seattle, WA

The Pacific Fishery Management Council (Pacific Council) will hold a methodology review meeting January 22-24, 2019.  The meeting begins Tuesday, January 22, 2019 from 1 p.m. to 5 p.m. Pacific Standard Time (PST) or until business for the day has been completed. The meeting will reconvene on Wednesday, January 23, 2019 and Thursday, January 24, 2019 at 8:30 a.m. PST each day and continue until business for the day has been completed.  This meeting will also occur via webinar.

Purpose of the Meeting

The purpose of the Pacific Council methodology review meeting is to review 1) a new meta-analysis informing a Beverton-Holt steepness prior for west coast rockfish species, 2) analyses of uncertainty in groundfish and coastal pelagic species stock assessments informing new sigma values used in computing acceptable biological catches, 3) historical catch reconstructions of west coast skate species, and 4) revisions to the Accepted Practices Guidelines for Groundfish Stock Assessments.  The review will focus on how these analyses may inform future stock assessments and other analyses used to make management decisions by the Pacific Council and the National Marine Fisheries Service.

No management actions will be decided by the Pacific Council methodology review meeting participants.  The Pacific Council methodology review meeting participants’ role will be development of recommendations and reports for consideration by the Pacific Council’s Scientific and Statistical Committee and the Pacific Council at the March meeting in Vancouver, Washington.

Coastal Pelagic Species Management Team to Hold Meeting January 22-24, 2019 in La Jolla, CA

The Pacific Fishery Management Council (Council) will convene a meeting of the Coastal Pelagic Species Management Team (CPSMT), January 22-24, 2019, in La Jolla, California.  This meeting is open to the public.

The CPSMT meeting will begin at 1 p.m. Pacific Standard Time on Tuesday, January 22 and 8:30 a.m. each other day.  The meeting will adjourn each day at 5 p.m., or when business for the day has been completed.

Meeting Purpose

The meeting is a CPSMT work session with the purpose of developing materials for consideration at the Pacific Council’s April and June meetings.  Topics may include CPS management categories, stock assessment prioritization, the Council Stock Assessment and Fishery Evaluation document, and other items.  An agenda will be available in advance of the meeting on the Pacific Council website. Public comment may be taken at the discretion of the CPSMT Chair.

Scientific and Statistical Committee’s Ecosystem and Highly Migratory Species Subcommittees to Hold Webinar January 7, 2019

The Pacific Fishery Management Council’s (Council) Scientific and Statistical Committee’s (SSC) Ecosystem AND Highly Migratory Species Subcommittees will hold a meeting via webinar on Monday, January 7, 2019 from 1 p.m. to 4 p.m. (Pacific Standard Time) or until business for the day has been completed.  The webinar meeting is open to the public.

Purpose of the Webinar

The purpose of the SSC Ecosystem and HMS Subcommittees’ meeting is to review analyses of drivers of albacore distribution and availability to fisheries in the California Current.  The review will focus on how these analyses may inform future reports to the Pacific Council, including reports from National Oceanic and Atmospheric Administration’s California Current Integrated Ecosystem Assessment Team.

Salmon Technical Team to Hold Work Sessions for 2019

The Pacific Fishery Management Council’s (Council) Salmon Technical Team (STT) will hold two work sessions.

January 22-25, 2019:  The STT will meet at the Council office in a public work session to draft “Review of 2018 Ocean Salmon Fisheries, Stock Assessment and Fishery Evaluation Document for the Pacific Coast Salmon Fishery Management Plan” and to consider any other estimation or methodology issues pertinent to the 2019 ocean salmon fisheries.

February 19-22, 2019:  The STT will meet at the Council office in a public work session to draft “Preseason Report I-Stock Abundance Analysis and Environmental Assessment Part 1 for 2019 Ocean Salmon Fishery Regulations” and to consider any other estimation or methodology issues pertinent to the 2019 ocean salmon fisheries.

Ad Hoc Ecosystem Workgroup to Hold Meeting in Portland, OR January 15-16

The Pacific Fishery Management Council’s (Pacific Council) Ad Hoc Ecosystem Workgroup (EWG) will hold a meeting, which is open to the public. The meeting will be held Tuesday, January 15 and Wednesday, January 16, 2019.  The meeting will start at 1:00 p.m. on January 15 and 8:30 a.m. on January 16 and will continue until 4:30 p.m. on both days.

The purpose of the meeting is for the EWG to discuss assignments from the Pacific Council due at the March Council meeting.  These include topic selection for a climate change scenario planning exercise and recommendations on changes to the Fishery Ecosystem Plan as part of the 5-year review.  The EWG will also meet with the Groundfish Management Team and Highly Migratory Species Management Team to discuss climate change scenario planning topics.

Highly Migratory Species Management Team to meet January 16-18 in Portland, OR

The Pacific Fishery Management Council’s (Council) Highly Migratory Species Management Team (HMSMT) will hold a meeting, which is open to the public.  The meeting will be held Wednesday, January 16, through Friday, January 18, 2019.  The meeting will start at 1:00 p.m. on January 16 and 8:30 a.m. on January 17-18 and continue until business is concluded on each day.

The purpose of this meeting is for the HMSMT to discuss and begin preparing reports for North Pacific albacore fishing effort characterization, management strategies for Pacific bluefin tuna, drift gillnet performance metrics, pelagic shallow-set longline scoping, and an updated analysis for the deep-set buoy gear range of alternatives.  The HMSMT will also meet with the Ad Hoc Ecosystem Workgroup to discuss climate scenario planning topics.

Area 2A Pacific Halibut Managers Coordination Meeting to be held via Webinar on January 3

The Pacific Fishery Management Council (Pacific Council) will host a webinar meeting of the Area 2A Pacific halibut governmental management entities, which will be open to the public, on Thursday, January 3, 2019 from 10 a.m. to 2 p.m. Pacific time, or until business for the day is completed.

The primary purpose of the Area 2A Pacific halibut manager’s meeting is to prepare and develop recommendations for the 2019 International Pacific Halibut Commission’s (IPHC) annual meeting in Victoria, BC from January 28 through February 1.  Recommendations generated from the meeting will be communicated to the IPHC by the Pacific Council’s representative, Mr. Phil Anderson.  Attendees may also address other topics relating to Pacific halibut management.  No management actions will be decided by the attendees.  The meeting will be open to the public, and the agenda, which will be posted on the Pacific Council website prior to the meeting, will provide for a public comment period.
