November 2016 Briefing Book Available Online

The Briefing Book for the November 2016 Council meeting has been posted to the Council’s website on the “November 2016 Briefing Book” webpage. The Briefing Book contains “situation summaries” (brief summaries that provide background for each agenda item), reports and materials for each agenda item, and written public comment. Advisory body and committee agendas and memos are also available. The November 2016 briefing book webpage also contains information about the “Annual Banquet”.

RSVP for the PFMC’s Annual Banquet

The Pacific Fishery Management Council’s Annual Banquet will be held (in conjunction with the November 13-21, 2016 Council meeting) on Wednesday, November 16, 20166 p.m. at the Hyatt Regency Orange County in Garden Grove, California.  

The Banquet honorees are Dr. Donald McIsaac for his 16 years serving as the Executive Director of the Pacific Fishery Management Council. Council members include, Mr. Dave Ortmann, Mr. Dan Wolford, and Mr. Bob Turner.  Advisory body members include Dr. Sam Herrick, Dr. Pete Lawson, Mr. Doug Milward, and Ms. Sandy Zeiner.  Please join us in thanking them for their contributions to West Coast fisheries management through their work for the Pacific Fishery Management Council.

Reservations need to be made by filling out the November 2016 Banquet RSVP Form no later than Wednesday, November 9.

This is a cash only event and the cost of $20 per person will be collected at the door for a dinner ticket.

November 13-21, 2016 Council Meeting Notice and Agenda

The Pacific Fishery Management Council (Council) and its advisory bodies will meet starting Sunday, November 13, 2016 in Garden Grove, California.  Advisory bodies will start Sunday, November 13.  The Council session will start on Wednesday, November 16, 2016 to address issues related to salmon, groundfish, highly migratory species, coastal pelagic species, Pacific halibut, and habitat matters.

Groundfish Management Team to Conduct a Webinar Monday, November 7, 2016

The Pacific Fishery Management Council’s (Pacific Council) Groundfish Management Team (GMT) will hold a webinar that is open to the public on Monday, November 7, 2016 from 1:30 p.m. to 3:30 p.m. or until business for the day is completed.

Purpose

The primary purpose of the GMT webinar is to prepare and develop recommendations for the November 13-21, 2016 Pacific Council meeting in Garden Grove, California.  The GMT may also address other assignments relating to groundfish management.  No management actions will be decided by the GMT.  Public comment will be accommodated if time allows, at the discretion of the GMT Chair.

The Trawl Catch Share Review Community Advisory Board (CAB) to Hold a Meeting November 2-3, 2016 in Seattle, Washington

The Pacific Fishery Management Council’s (Pacific Council) Ad Hoc Community Advisory Board (CAB) will hold a two-day meeting, that is open to the public.  The CAB meeting will begin Wednesday, November 2, 2016 at 8 a.m. and recess when business for the day is completed.  It will continue at 8 a.m. Thursday, November 3, adjourning when business for the day is completed.

Meeting Materials

The main focus of the CAB meeting will be to review the annotated outline (blueprint) for the five-year catch share review.  A version similar to the draft posted for CAB review will be included in the briefing materials for the Council’s November 2016 meeting.

Purpose

The primary purpose of the CAB meeting is to develop recommendations for the Pacific Council pertaining to plans for its five-year review of the groundfish trawl catch share program (implemented pursuant to Amendment 20 of its groundfish fishery management plan).  The CAB’s immediate task is to comment on the detailed outline (blueprint) for the review document.  The CAB may also begin some initial work on the identification of issues that may be taken up as follow-on regulatory actions pursuant to the results of the review.  Additionally, the CAB will receive a presentation from National Marine Fisheries Service Northwest Fisheries Science Center, Economic Data Collection Program on data collected from catch share program participants.  The CAB’s recommendations on the review will be conveyed for consideration by the Pacific Council at its November meeting in Garden Grove, California.  During the November meeting, the Council will provide guidance to analysts that will be drafting the review.

The CAB is an ad hoc committee appointed by the Council at its September 2016 meeting.  The CAB is charged with providing the perspective of fishing communities on performance of the trawl catch share program, potential improvements, and other advice requested by the Council that may inform the program review.

2017 Pacific Halibut Catch Sharing Plan and Annual Regulation Changes

The Council adopted for public review, proposed changes to the 2017 Area 2A Pacific Halibut Catch Sharing Plan and annual fishing regulations. The changes are specific to the Washington and Oregon recreational fisheries and are described in the reports provided by the Washington Department of Fish and Wildlife (Agenda Item I.1.a, Supplemental WDFW Report, September, 2016) and the Oregon Department of Fish and Wildlife (Agenda Item I.1.a, ODFW Report, September, 2016).

No changes were proposed for the Southern Oregon or California sub-area recreational fisheries, or any commercial fisheries.  The same approach to establish the California recreational season structure and inseason management processes used in 2016, as described in the current Catch Sharing Plan (Agenda Item I.1, Attachment 1, September 2016), will be used in 2017.

The Council is scheduled to adopt the final changes to the 2017 CSP and annual fishing regulations at their November 13-21 meeting in Garden Grove, California. Public comment materials received BY 5:00 pm, Tuesday, October 18, 2016, will be mailed to Council members and appropriate advisory bodies prior to the November meeting. Public comment materials received at the Council office after the October 18, 2016, 5:00 pm deadline, but BY 5:00 pm, Tuesday, November 8, 2016 will be included in the supplemental materials distributed to the Council on the first day of the November meeting.
