Notice of availability: Amendment 27 to the Pacific Coast Groundfish Fishery Management Plan

As published in the Federal Register on September 30, 2016, NMFS announces that the Pacific Council has submitted Amendment 27 to the Pacific Coast Groundfish Fishery Management Plan for Secretarial review.

Background information and documents are available at the NMFS West Coast Region website or on our Amendment 27 webpage.

Instructions for submitting comments on the FMP Amendment are provided in the September 30, 2016 Federal Register notice. Comments on the FMP Amendment must be received on or before November 29, 2016.

Public Comment Deadline for the November 2016 Briefing Book

Public Comment Deadline – November 2016 Advance Briefing Book

Public comment materials received BY 5:00 pm, Tuesday, October 18, 2016, will be mailed to Council members and appropriate advisory bodies prior to the November meeting. This is known as the “Advance Briefing Book Deadline.”

Supplemental Public Comment Deadline

Public comment materials received at the Council office after the October 18, 2016, 5:00 pm deadline, but BY 5:00 pm, Tuesday, November 8, 2016 will be included in the supplemental materials distributed to the Council on the first day of the November meeting. This is known as the “Supplemental Public Comment Deadline.”

Historical Catch Reconstruction Workshop to be Held

The Pacific Fishery Management Council is sponsoring a workshop to review methods used to reconstruct historical groundfish catches off Washington, Oregon, and California.  The workshop is open to the public.

The purpose of the Historical Catch Reconstruction Workshop is to review proposed methods for reconstructing the historical catches of groundfish off Washington, Oregon, and California. Data stewards and others who are familiar with catch accounting systems will participate in the workshop.  Recommended methods for reconstructing historical groundfish catches will be made available for use in groundfish stock assessments in 2017 and beyond.  No management actions will be decided by the workshop participants.  The workshop participants’ role will be development of recommendations and a report for consideration by the Pacific Council and the Pacific Council’s advisory bodies at its November 2016 meeting in Garden Grove, California and its March 2017 meeting in Vancouver, Washington.

Workshop Dates

The Historical Catch Reconstruction Workshop will be held beginning at 1 p.m., Tuesday, November 1, 2016.  The meeting will continue on Wednesday, November 2, 2016 through Thursday, November 3, 2016 beginning at 8:30 a.m. each day.  The meetings will end at 5:30 p.m. each day, or as necessary to complete business.

Scientific and Statistical Committee’s Salmon Subcommittee and the Salmon Technical Team to Hold a Joint Methodology Review Meeting

The Pacific Fishery Management Council’s (Council) Salmon Subcommittee of the Scientific and Statistical Committee will hold a joint methodology review meeting with the Salmon Technical Team, which will be open to the public.  The joint methodology review meeting will be held Tuesday, October 18, 2016 from 1 p.m. to 5 p.m. or until business is completed.

Purpose

The purpose of the methodology review meeting is to discuss and review proposed changes to analytical methods used in salmon management.  Recommendations from the methodology review meeting will be presented at the November 13-21, 2016 Council meeting in Garden Grove, California where the Council is scheduled to take final action on the proposals.  The following topic was adopted by the Council at their September 12-20, 2016 meeting in Boise, Idaho for consideration at the methodology review meeting:

NOAA Fisheries Announces a Proposed Rule to Implement Electronic Monitoring in the Pacific Coast Groundfish Fishery

Northern Anchovy Biomass Estimate Review Meeting October 11, 2016

The Pacific Fishery Management Council (Council) will convene a review of a biomass estimate for the central subpopulation of northern anchovy (CSNA).  The Coastal Pelagic Species (CPS) Subcommittee of the Council’s Scientific and Statistical Committee (SSC) will conduct the review. The meeting will take place 10 A.M. – 5 P.M., Pacific Time, Tuesday, October 11, 2016, in La Jolla, California.  The meeting is open to the public.

Purpose of the Meeting

The primary purpose of the meeting is to review a biomass estimate for the central subpopulation of northern anchovy.  The SSC CPS subcommittee will conduct the review, with one member each from the CPS Management Team (CPSMT) and CPS Advisory Subpanel (CPSAS) serving as advisers.  The subcommittee will submit a report to the full SSC, for further review at the November 15-21, 2016 Council meeting in Garden Grove, California.  At that meeting, the Council will consider the biomass estimate along with any recommendations of the SSC, other advisory bodies, and public comment; and may consider taking management action.
