The Briefing Book contains “situation summaries” (brief summaries that provide background for each agenda item), reports and materials for each agenda item, and written public comment. Advisory body and committee agendas and memos are also available.

Informational Meeting for Fishing Community on Wave Energy Project at Camp Rilea

OWET (Oregon Wave Energy Trust) will be hosting a community meeting on behalf of the various project partners including Resolute Marine Energy (RME), the Oregon Military Department (OMD), Camp Rilea, Clatsop County, with members of the local fishing community.

BACKGROUND INFORMATION

OMD has begun working with RME as they begin planning towards a demonstration deployment of their nearshore wave energy device near Camp Rilea. This will be RME’s third ocean deployment of their bottom mounted wave flapper device, providing the company with valuable data and validation of the technology in a highly energetic environment. At the same time, this first deployment at Camp Rilea, currently planned for the spring of 2016, allows the military to explore strategies to meet its Net Zero initiatives.

The purpose of this meeting is to ensure local fishing community members are aware of and informed about the proposed RME demonstration project, and have an opportunity to provide input and advice into the planning process. Our goal is to discuss basic parameters for the project that balance military and developer goals for the deployment with information from the community about what will minimize potential impacts and maximize the success of the project as a learning opportunity for all involved.

Groundfish Management Team (GMT) to Conduct a Webinar November 5, 2015

The Pacific Fishery Management Council’s (Pacific Council) Groundfish Management Team (GMT) will hold a webinar that is open to the public on Thursday, November 5, 2015 from 9 a.m. until 12 p.m. The primary purpose of the meeting is to prepare for the November 2015 Council meeting. Specific agenda topics include exempted fishing permits for 2017-2018, vessel movement monitoring, and inseason adjustments to groundfish fisheries (if time allows). The GMT may also address other assignments relating to groundfish management. No management actions will be decided by the GMT. Public comment will be accommodated if time allows, at the discretion of the GMT Chair.  The GMT’s task will be to develop recommendations for consideration by the Pacific Council at its November 13-19, 2015 meeting in Garden Grove, California.

The Scientific and Statistical Committee to Meet Via Webinar

The Pacific Fishery Management Council’s (Council’s) Scientific and Statistical Committee (SSC) will hold an online webinar. The online SSC webinar is open to the public.

The purpose of the SSC webinar is to review a revised west coast limited entry trawl individual fishing quota (IFQ) projection model developed by the Pacific Council’s Groundfish Management Team (GMT). The specific objectives of the SSC webinar are to review revisions to the GMT’s west coast limited entry trawl IFQ projection model to ensure the changes recommended by the SSC’s Groundfish and Economics Subcommittees in June were implemented and the model behaves as expected. During the webinar, the SSC will consider endorsing the GMT’s IFQ model to inform management decisions. No management actions will be decided in this webinar.

The CPSAS webinar has been canceled. The CPSAS is scheduled to meet November 13-14 at the Council meeting in Garden Grove, California, and will consider November Council meeting agenda items at that time.

The Pacific Fishery Management Council (Council) will convene two webinar meetings, of its Coastal Pelagic Species Management Team (CPSMT) and Coastal Pelagic Species Advisory Subpanel (CPSAS). The meetings are open to the public. The primary purpose of the meetings are to discuss agenda items on the November Council meeting and to discuss future meeting plans.

Highly Migratory Species Advisory Subpanel and Highly Migratory Species Management Team to Hold Webinar November 3, 2015

The Pacific Fishery Management Council’s (Pacific Council) Highly Migratory Species Advisory Subpanel (HMSAS) and Highly Migratory Species Management Team (HMSMT) will hold a webinar, which is open to the public. The HMSMT and HMSAS will develop recommendations for the North Pacific albacore management strategy evaluation to be conducted by the International Scientific Committee for Tuna and Tuna-Like Species in the North Pacific Ocean. Recommendations may include management objectives, harvest control rules, biological reference points, and evaluation criteria. Recommendations will be forwarded to U.S. government representatives to the planned special meeting of the Western and Central Pacific Fisheries Commission Northern Committee to be held in December 2015.

The HMSAS Chair and the HMSMT Chair will act as co-chairs and comments from the public during the webinar will be received from attendees at their discretion.
