Now Available: Compliance Guide for Pacific Coast Groundfish Trawl Rationalization Cost Recovery Program

The NOAA Fisheries announces the publication of a compliance guide for cost recovery in the Pacific coast groundfish trawl rationalization program. New requirements are effective January 10, 2014. Pacific Whiting Treaty Joint Technical Committee Meeting

Temporary Rule: Reapportionment of Tribal Whiting Allocation

As announced in the Federal Register on December 18, 2013, NOAA Fisheries announces the reapportionment of 30,000 mt of Pacific whiting from the tribal allocation to the non-tribal commercial fishery allocations. This action is intended to allow for full utilization of the resource. The rule is effective December 18, 2013, until December 31, 2013, unless modified, superseded or rescinded. The reapportionment of whiting is applicable September 18, 2013 until December 31, 2013.

Groundfish Endangered Species Work Group to Hold Organizational Meeting Via Webinar

The Pacific Fishery Management Council’s (Council’s) Groundfish Endangered Species Work Group (ESWG) will hold an online organizational webinar meeting.  The online ESWG webinar is open to the public.  The purpose of the ESWG webinar is to introduce the members to each other, elect officers, review the ESWG terms of reference, and set out expectations for future work and how that work will be accomplished.

The Scientific and Statistical Committee’s Groundfish Subcommittee to Meet Via Webinar

The Pacific Fishery Management Council’s (Council’s) Scientific and Statistical Committee (SSC) Groundfish Subcommittee will hold an online webinar in preparation for the SSC’s March 2014 meeting.  The online SSC Groundfish Subcommittee webinar is open to the public.

The purpose of the SSC Groundfish Subcommittee webinar is to review data-poor overfishing limit (OFL) estimates for kelp greenling in Oregon and Washington, new OFL estimates for the Washington stock of cabezon, and other business in preparation for the SSC’s March 2014 meeting.  Any recommendations developed at the webinar will be submitted for consideration by the Council’s SSC at its March 2014 meeting in Sacramento, California.

Groundfish Electronic Monitoring Technical Advisory Committee to Meet

The Pacific Fishery Management Council’s (Council) Ad Hoc Trawl Groundfish Electronic Monitoring Technical Advisory Committee (GEMTAC) will hold a work session, which is open to the public. At the November Council meeting in Costa Mesa, California, the Council adopted for further analysis a range of alternatives for electronic monitoring (EM) of the West Coast groundfish trawl catch share program and announced that, at its April 2014 meeting, it will consider draft Exempted Fishing Permit (EFP) applications submitted for the purpose of allowing the use of EM in place of observers for vessels participating in the trawl rationalization program. In a letter to the industry, the Council encouraged applicants to provide draft EFP applications to the Council’s GEMTAC before submission of a complete EFP application to the Council for its April meeting. The GEMTAC will hold a work session January 22 and 23 in Portland to discuss development of an impact analysis for the Council’s adopted alternatives (January 22) and to comment on draft EFP applications (January 23). The GEMTAC may comment on completeness of the study design, feasibility of implementation, or other elements of draft EFP application that might be considered for adjustment.

No management actions will be decided at this meeting. Although nonemergency issues not contained in the meeting agenda may come before the GEMTAC for discussion, those issues may not be the subject of formal action during this meeting. The meeting will be restricted to those issues specifically listed in this notice and any issues arising after publication of this notice that require emergency action under section 305(c) of the Magnuson-Stevens Fishery Conservation and Management Act, provided the public has been notified of the GEMTAC’s intent to take final action to address the emergency.

The meeting will be held January 22 and 23, 2014, from 9 a.m. until the earlier of 5 p.m. or when business for each day has been completed.

Trawl Rationalization Program: Cost Recovery Starts January 10, 2014

At its September 2011 meeting, the Council adopted a cost recovery program structure. Download the complete description of the Council’s recommendations on Cost Recovery.  National Marine Fisheries Service (NMFS) published a proposed rule on cost recovery on February 1, 2013 and a final rule on December 11, 2013, to be effective January 10, 2014.
