Groundfish Amendment 21-4 notice of availability

On August 30, 2019, a notice of availability and request for comments on Amendment 21-4 to the Pacific Coast Groundfish Fishery Management Plan was published in the Federal Register.  Among other changes, this amendment would base at-sea whiting fishery bycatch management of canary rockfish and widow rockfish on set-asides rather than allocation amounts.  The proposed rule to implement the amendment (yet to be published) will also cover a number of other Council recommended modifications to the  Pacific Coast Groundfish Fishery Catch Share Program.  These modifications would allow limited post season trading of quota pounds, provide some post-season relief from annual vessel quota pound limits, specify future accumulation limits for the catch-processor permits, and expand economic data collections.  See the Amendment 21-4 webpage for additional information.
