Salmon Technical Team to Hold Work Sessions

The Pacific Fishery Management Council’s (Council) Salmon Technical Team (STT) will hold two work sessions.

January 17-20, 2012: The STT will meet at the Council office in a public work session to draft “Review of 2011 Ocean Salmon Fisheries” and to consider any other estimation or methodology issues pertinent to the 2012 ocean salmon fisheries.

February 21-24, 2012: The STT will meet at the Council office in a public work session to draft “Preseason Report I-Stock Abundance Analysis and Environmental Assessment Part 1 for 2012 Ocean Salmon Fishery Regulations” and to consider any other estimation or methodology issues pertinent to the 2012 ocean salmon fisheries.

November 2011 Briefing Book Available on Website

Scientific and Statistical Committee’s Salmon Subcommittee, Salmon Technical Team, and Model Evaluation Workgroup to Hold Joint Work Session

The Pacific Fishery Management Council’s (Council) Salmon Subcommittee of the Scientific and Statistical Committee (SSC) will hold a joint work session with the Salmon Technical Team (STT) and Model Evaluation Workgroup (MEW), which will be open to the public. The work session will be held October 4-5, 2011. The meeting will begin at 9 a.m. on Tuesday, October 4 and 9 a.m. on Wednesday, October 5.

The purpose of the work session is to brief the STT and SSC Salmon Subcommittee on:
• An abundance‐based management framework for Lower Columbia River tule fall Chinook,
• Management framework and harvest model for Sacramento River Winter Run Chinook,
• Review and evaluation of mark‐selective fishery reports, and
• An analysis of bias in Chinook and Coho Fishery Regulation Assessment Models due to multiple encounters in mark-selective fisheries.

Tule Chinook Workgroup To Hold Work Session

The Pacific Fishery Management Council’s (Council) Tule Chinook Workgroup (TCW) will hold a meeting to review work products and develop an abundance-based harvest management approach for Columbia River natural tule Chinook.  This meeting of the TCW is open to the public.

TCW work products will be reviewed by the Council, and if approved, would be submitted to National Marine Fisheries Service for possible consideration in the next Lower Columbia River tule biological opinion for ocean salmon seasons in 2012 and beyond, and distributed to State and Federal recovery planning processes.  In the event that a usable approach emerges from this process, the Council may consider a fishery management plan (FMP) amendment process beginning after November 2011 to adopt the approach as a formal conservation objective in the Salmon FMP.

Salmon Model Evaluation Workgroup Session

The Pacific Fishery Management Council’s (Council) Salmon Model Evaluation Workgroup (MEW) will hold a work session, which is open to the public.  The purpose of the work session is to review work products associated with the Council’s 2011 salmon methodology review process, including possible bias in the Fishery Regulation Assessment Model (FRAM) associated with multiple encounters during mark selective fisheries.  The work session will be held Tuesday, July 12, 2011 from 9 a.m. until 3:30 p.m.

Salmon Amendment Committee to Hold Work Session

The Pacific Fishery Management Council’s (Council) Ad Hoc Salmon Amendment Committee (SAC) will hold a meeting to finalize alternatives and analyses for an amendment to the Salmon Fishery Management Plan (FMP) to address the Magnuson-Stevens Act (MSA) requirements for annual catch limits (ACL) and accountability measures (AM).  This meeting of the SAC is open to the public.

National Marine Fisheries Service (NMFS) guidelines for National Standard 1 (NS1) of the MSA provide guidance on how to comply with new ACL and AM requirements.  The NS1 guidelines include recommendations for establishing several related reference points to ensure scientific and management uncertainty are accounted for when management measures are established.  The purpose of this meeting is to finalize alternatives and analyses to address those issues in a National Environmental Policy Act (NEPA) analysis that will be presented to the Council for final action at its June 2011 meeting in Spokane, Washington.

The meeting will be held Monday, May 16, 2011 from 10 a.m. to 4:30 p.m. and Tuesday, May 17, 2011 from 8:30 a.m. to 4 p.m. at the following location:

Council Adopts Final Salmon Management Measures for 2011

The Council has adopted its final 2011 ocean salmon fishery management measures. These measures will be submitted to the U.S. Secretary of Commerce for review and implementation by the National Marine Fisheries Service on May 1. The Pacific Fishery Management Council’s (Council) Tule Chinook Workgroup (TCW) will hold a meeting to review initial work products and revise future work plans relative to developing an abundance-based harvest management approach for Columbia River natural tule Chinook.  This meeting of the TCW is open to the public.

Eventually, TCW work products will be reviewed by the Council, and if approved, would be submitted to National Marine Fisheries Service for possible consideration in the next Lower Columbia River tule biological opinion for ocean salmon seasons in 2012 and beyond, and distributed to State and Federal recovery planning processes.  In the event a usable approach emerges from this process, the Council may consider a fishery management plan (FMP) amendment process beginning after November 2011 to adopt the approach as a formal conservation objective in the Salmon FMP.

Salmon Preseason Report II, Including Public Hearing Schedule Available on Council’s Website

This document has been prepared by the staff of the Pacific Fishery Management Council (Council) and the Salmon Technical Team (STT) to describe the Council’s proposed ocean salmon management Alternatives for 2011 and characterize their expected impacts on ocean salmon fisheries and the stocks which support them. The Council solicits public comments on the proposed management Alternatives in preparation for adopting final management recommendations at its April meeting. Oral and written comments may be presented at the public hearings. Additional comment will be accepted during the April Council meeting.
