Coastal Pelagic Species Management Team and Coastal Pelagic Species Advisory Subpanel Conference Call (February 28, 2011)

The Pacific Fishery Management Council (Council) will convene a conference call of the Coastal Pelagic Species Management Team (CPSMT) and the Coastal Pelagic Species Advisory Subpanel (CPSAS) which is open to the public.  The purpose of the joint conference call is to consider any CPS-related fisheries research proposals that will require an Exempted Fishing Permit (EFP) from the National Marine Fisheries Service. At its March meeting, the Council will consider adopting for public review any proposals that are submitted.  The CPSMT and CPSAS will discuss any EFP proposals, and will develop statements to be included in the March Council meeting record.

The conference call will be held on Monday, February 28, 2011, from 2:00 p.m. until 4:00 p.m Pacific time.

Coastal Pelagic Species Assessment Methodology Review Panel to Meet (February 3-5, 2011)

The Coastal Pelagic Species Methodology Review Panel (Panel) will hold a work session, which is open to the public. The purpose of this meeting is to consider acoustic-trawl survey and data analysis methods, to assess their utility in stock assessment models to monitor trends at the population level for Pacific sardine and other CPS stocks.

The Methodology Panel meeting will be held on Thursday, February 3, 2011 through Saturday, February 5, 2011 from 8:30 a.m. to 5 p.m. or until business for each day is completed.

The purpose of this meeting is to initiate discussion of potential changes to the Pacific sardine Harvest Control Rule, and market squid benchmarks; election of officers, discuss potential exempted fishing permits, and prepare the Methodology Review Panel meeting (scheduled for February 3-5, 2011).

The CPSMT meeting will be held on Tuesday, February 1, 2011 and Wednesday, February 2, 2011 from 8:30 a.m. to 5 p.m. or until business for each day is completed.

The Pacific Fishery Management Council (Council) will convene a public meeting of the Coastal Pelagic Species Management Team (CPSMT) and the Scientific and Statistical Committee’s subcommittee on coastal pelagic species.  Please note, this is not a public hearing, it is a meeting to review the 2010 stock assessment update for Pacific sardine.

The CPSMT will meet on Tuesday, October 5, 2010 and Wednesday, October 6, 2010 from 8:30 a.m. to 5 p.m. or until business for each day is completed; and again on Thursday October 7, 2010 from 8:30 a.m. until 4:00 p.m. or until business for that day is completed.

Coastal Pelagic Species Advisory Groups Telephone Conference (September 2, 2010)

The Pacific Fishery Management Council’s (Council) Coastal Pelagic Species Management Team (CPSMT) and Coastal Pelagic Species Advisory Subpanel (CPSAS) will hold a joint meeting by telephone conference to review and develop statements on draft Terms of Reference (TOR) for potential new CPS survey methodologies and for the upcoming Stock Assessment Review Panel process.

The primary purpose of the meeting is to review and discuss the two draft TOR documents, and develop statements to the Pacific Fishery Management Council for its meeting September 10-16 in Boise, Idaho.  The CPSAS and CPSMT are not scheduled to meet during the September Council meeting.

Notice of Pacific Sardine Directed Fishing Closure

This notice announces that through rulemaking in the Federal Register the directed harvest/fishing of Pacific sardine off the coasts of Washington, Oregon and California will be closed effective 12:01 AM, Thursday morning, July 22, 2010. Fishing vessels with Pacific sardine on board taken in the directed harvest fishery must be at shore/dock and in the process of offloading at the time of closure.

Coastal Pelagic Species Management Team to Develop Alternative Fishery Management Plan Amendments to Address New Requirements to Prevent Overfishing, including Annual Catch Limits

The Pacific Fishery Management Council (Council) will convene a meeting of the Coastal Pelagic Species Management Team (CPSMT) which is open to the public.  Please note, this is not a public hearing, it is a work session for the primary purpose of developing and refining alternative amendments to the Coastal Pelagic Species (CPS) Fishery Management Plan (FMP) in response to new requirements of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) including overfishing levels (OFLs), acceptable biological catch (ABC), and annual catch limits (ACLs).  The CPSMT will also discuss the pending Essential Fish Habitat five-year review, and future meeting planning.

The CPSMT will meet Tuesday, April 27, 2010, through Friday, April 30, 2010.  The meeting will begin each day at 8:30 a.m. and conclude at 5:00 p.m. or until business that day is completed.  We anticipate completing business prior 5:00 p.m. on Friday, April 30.

The Pacific Fishery Management Council’s (Council) Coastal Pelagic Species Management Team (CPSMT) and Coastal Pelagic Species Advisory Subpanel (CPSAS) will hold a joint work session by telephone conference to develop recommendations for the April 2010 Council meeting.

The primary purpose of the work session is to review an application for an exempted fishing permit for 2010 research activities. The CPSMT and the CPSAS will also review other available information in the Council’s April meeting briefing book and will develop comments and recommendations for consideration at the April 2010 Council meeting.

SSC, CPSMT, and GMT to Meet

The Pacific Fishery Management Council’s (Council) Scientific and Statistical Committee, Coastal Pelagic Species Management Team, and Groundfish Management Team will hold a working meeting, which is open to the public.

The purpose of the working meeting is to review and further develop analyses relating to harvest control rules, allowable biological catch, annual catch limits, and accountability measures for coastal pelagic species and groundfish. The advisory bodies may also address other assignments relating to coastal pelagic species management or groundfish management. No management actions will be decided by the advisory bodies. The role of the advisory bodies will be development of the analyses and recommendations for harvest control rules, allowable biological catch, annual catch limits, and accountability measures for consideration by the Council at future Council meetings.
