Supplemental Public Comment Deadline

  • Public comment materials received at the Council office after the October 19, 5:00 pm deadline, but BY 5:00 pm (Pacific Time), Monday, November 6, 2017 will be included in the supplemental materials distributed to the Council on the first day of the November meeting.
  • You may email your comments to:  pfmc.comments@noaa.gov or send to the Council office.
  • If your comments contain a PowerPoint or Video presentation, see “How to Submit PowerPoint Presentations or Videos below.

Public Comment Guidelines “After the 5 pm, November 6, 2017” Deadline

  • Comments received after the  5 pm, November 6, 2017 date specified above will not be photocopied and distributed by the Council staff.
  • For late comments received after the 5 pm, November 6, 2017 date specified above, individuals need to hand deliver their comments to the Council Secretariat at the Hilton Orange County/Costa Mesa, no later than 5 p.m. the day before the corresponding agenda item is scheduled on the Council’s agenda. These submissions should include the submitter’s name, the Council agenda item number, and the Council meeting date.
  • Comments will be accepted in electronic form and hard copy.

The public should be aware that the Council does not have time to thoroughly review extensive written comments submitted at the meeting. The Council’s advisory bodies may not have a chance to review such comment.   The Council will not pay for comments transmitted to the meeting hotel.   Comments submitted that are not in support of oral testimony will be included in the briefing materials for the next Council meeting.

How to Submit PowerPoint Presentations or Videos

If your comments contain a PowerPoint presentation or video, such PowerPoints and videos need to be turned in no later than 5 pm the day before the corresponding agenda item is scheduled on the Council’s agenda.  PowerPoints must be sent to:  Kris.Kleinschmidt@noaa.gov.  Please review the Council’s Protocol for Submitting Electronic Slide Presentation and Video Materials at the Meeting if you have additional questions.

The Pacific Fishery Management Council met September 13-18, 2017 in Boise, Idaho. The September 2017 Council Meeting Decision Summary Document contains the highlights of significant decisions made at that meeting. Results of agenda items that do not reach a level of highlight significance are typically not described in the Decision Summary Document.

Announcing the FY18 Saltonstall-Kennedy Federal Funding Opportunity

August 11 is the start of the Saltonstall-Kennedy (SK) Grant Program application solicitation for FY 2018; continuing with the early “pre-proposal” grant process from FY 2017 that will reduce the burden of preparing full proposals on projects that do not meet program criteria. Pre-proposals will be accepted for 60 days, August 11 through October 10, 2017. To maximize time and familiarity, NOAA Fisheries will conduct at least two public webinars for interested stakeholders to walk them through the process and answer any questions.

Briefly, the “pre-proposal” process is a required step that will provide applicants with early clarification from NOAA as to the technical merits and relevancy of their project. This step provides applicants an early indication of their project’s eligibility before going through the more intensive process of developing a full project proposal.

The 2018 priority focus areas were modified. This year, the priority focus areas are Marine Aquaculture; Adapting to Environmental Changes and Other Long Term Impacts in Marine Ecosystems; Promotion, Development, and Marketing; and Territorial Science.

Grant awards are dependent on the availability of Federal funding as provided in enacted Appropriations Acts.
This FFO is being released prior to final appropriations due to award process timeframes. While the FY 2018 President’s budget proposed $0 for this program, final Congressional direction has not been determined. As stated clearly in the FFO, applicants are not guaranteed any level of funding.

The Pacific Fishery Management Council’s (Pacific Council’s) Habitat Committee (HC) will hold a webinar that is open to the public.   The HC webinar will be on Wednesday, August 23, 2017, from 10 a.m. to 1 p.m. Pacific Time, or when business for the day is complete.  The HC will develop a report for the Pacific Council pertaining to Oroville Dam relicensing, including preliminary fish weir plans, thermal controls, and timing of the relicensing process.  The HC’s report will be conveyed for consideration by the Pacific Council at its September 11-18, 2017 meeting in Boise, Idaho.

Request for Nominations: Scientific and Statistical Committee At-Large Seat

The Pacific Fishery Management Council is requesting nominations of qualified candidates to fill a vacant At-Large seat on its Scientific and Statistical Committee (SSC) for the 2016-2018 advisory body term.

The Council relies on its SSC for independent, objective advice and analysis about verifiable scientific evidence and theoretical methodologies regarding west coast fishery management approaches and practices. The successful candidate should have knowledge of west coast fisheries and strong scientific expertise in statistics, biology, ecosystem dynamics, economics, fisheries management, population dynamics, fishery-related social science, or other related fields. At this time the Council is particularly interested in candidates experienced in stock assessment.

To ensure consideration, nominations should be received at the Council office no later than 5 p.m. Pacific Time, Tuesday, August 15, 2017.
