This report summarizes the Salmon Technical Team analysis of the 2011 ocean salmon fishery management measures adopted by the Council for submission to the U.S. Secretary of Commerce. This report is analogous to a description and analysis of a preferred alternative in a National Environmental Policy Act (NEPA) analysis.

The Council’s recommendations for the 2011 ocean salmon fishery regulations meet or exceed the obligations under the Pacific Salmon Treaty, the level of protection required by all consultation standards for salmon species listed under the Endangered Species Act, and all objectives of the Pacific Coast Salmon Plan.
