The three amendment issues in this document are: 1) examine the OCN coho escapement goal with regard to the biological and socio-economic impacts of a specific devaition from the current goal at low stock sizes; 2) examine the impacts created by additional flexibiity in the inseason management measures and 3) provide an analysis of impacts which result from increasing the harvest allocation of coho salmon for recreational fisheries south of Cape Falcon.
