12th Amendment to the Fishery Management Plan for Commercial and Recreational Salmon Fisheries off the Coasts of Washington, Oregon, and California Commencing in 1978

This document presents and analyzes proposed amendments to the salmon and Pacific Coast groundfish fishery management plans (FMPs). The 12th amendment to the Pacific Coast Ocean Salmon Fishery Management Plan involved three issues:
- Retention of salmon bycatch in trawl fisheries (amendment of both the salmon and groundfish FMPs)
- Management objectives for species listed under the ESA consistent with immediate conservation needs and long-term recovery of the species
- Updating the salmon FMP with no change in management objectives
