Mr. Anderson is the designee for Dr. Jeffery
Koenings, the director of the Washington Department of Fish and Wildlife. Mr. Anderson
joined the Department in 1994 and currently is Staff Director for
Interjurisdictional Resource Management. In this capacity, he also serves as
state representative to the Pacific Salmon Commission, International Pacific
Halibut Commission, and the North of Cape Falcon Salmon Process. Prior to this
position, he was the appointed obligatory Council member from Washington from
1987 to 1994 and served as Vice-Chairman and Chairman during that time. From
1970 to 1994, he was a charter fishing vessel owner/operator and participated
in the recreational fisheries for salmon, halibut, groundfish, and albacore.
Among other past activities, he was President of the Washington State Charter
Boat Association, member of the Council's Salmon Advisory Subpanel, advisor to
the Pacific States Marine Fisheries Commission, and member of the U.S.
delegation during negotiation of the Pacific Salmon Treaty. Ms. Michele Culver and Mr. Bill Tweit serve as designees for Washington.

Mr. Cedergreen's statement of financial interest
Mr. Mark V. Cedergreen of Westport, Washington was appointed to fill the
Washington obligatory seat. He is serving his third term which expires August 10, 2011. Mr. Cedergreen is a 1968 graduate of the University of Washington. He participated in the commercial fisheries during the time period from 1964 through 1975, both as a crew member on crab
fishing boats and with his own salmon troller. From 1976 through 1996, Mr.
Cedergreen owned and operated his own Charterboat business in Westport. He
has served on Council advisory panels for both salmon and groundfish and is
a past board member of the Pacific Marine Conservation Council. He is
currently employed as the Executive Director of the Westport Charterboat
Association and serves on the Washington Department of Fish and Wildlife
Anadromous and Marine Resources Recreational Fishery Advisory Group.

Rear Admiral Currier is the non-voting member representing the U.S. Coast Guard. He assumed the duties as Commander of the Thirteenth Coast Guard District in Seattle in the summer of 2007. RADM Currier's previous assignments include Assistant Commandant for Acquisition at Coast Guard Headquarters; Pacific Area Chief of Operations, and then as Area Chief of Staff; Commanding Officer of Air Stations Miami and Detroit; Engineering Officer at Air Stations Traverse City, Michigan and Astoria, Oregon; and duty assignments at Air Stations Cape Cod, Massachusetts and Sitka, Alaska. Other assignments have included Deputy Program Manager (Engineering) for the U. S. Coast Guard HH-60J and Navy HH-60H helicopter acquisition at the Naval Air Systems Command in Washington, DC. He is a graduate of the University of Southern Maine, he holds a Masters in Business from Embry-Riddle University. He is a 1996 graduate of the U. S. Air Force Air War College in Montgomery, Alabama. The Coast Guard has responsibilities, along with the National Marine Fisheries Service, for the enforcement of federal fishery regulations. The Coast Guard works closely with its state and federal enforcement partners to advise the Council on maritime safety issues, at-sea enforceability of proposed fishery management measures, and the effectiveness of regulations after they are implemented. RADM Currier's designees on the Council are CDR Peter F. Martin, LCDR Fran Colantonio, LT Khris Johns, and Mr. Brian Corrigan.

Ms. Kathy Fosmark is the appointed obligatory member from California. Ms. Fosmark is currently serving her first term which expires August 10, 2009. She has been the co-owner and manager of the Fishing Vessel Kathleen Ann from 1976 to 1986 and the Fishing Vessel Seeadler since 1985. She has fished commercially for drift gillnet swordfish and shark, and troll salmon and albacore. Since 2000, she has been the Vice President of the Fishermen's Association of Moss Landing, and a Board Member of the Pacific Coast Federation of Fishermen's Associations (PCFFA). Since 2001, Ms. Fosmark has been Co-Chair of the Alliance of Communities for Sustainable Fisheries, and involved in working groups of the Monterey Bay National Marine Sanctuary Joint Management Plan Review. An active participant in the Pacific Fishery Management Council Ms. Fosmark served on the Pacific Fishery Management Council's Groundfish Advisory Council as the Southern Open Access representative, an advisor to the Channel Islands Marine Reserve Committee, the Vessel Monitoring Committee, and the Groundfish Allocation Committee. Ms. Fosmark has diverse experience in Commercial fishing with a strong commitment to communities.

Mr. Donald Hansen is an appointed at-large member from Dana Point, California. Mr. Hansen is the Councils Chairman. He is serving his third term which expires August 10, 2009. Mr. Hansen is a life-long participant in marine fisheries off California and has been the owner of Dana Wharf Sportfishing since 1971. He has been the Vice President of the Sportfishing Association of California since 1987 and the President of Dana Point Harbor since 1992. He was a member of the Councils Groundfish Advisory Subpanel from 1977 to 1999, and served as its Chairman 1985 to 1999. Mr. Hansen was the Commissioner for the State of California on the Pacific States Marine Fisheries Commission from 1985 to 1989, and has been a member of the Commission's advisory panel from 1985 to the present. He also has been a member of the NOAA Fisheries Marine Fisheries Advisory Committee from 1990 to 1999, serving as the Chairman 1997 to 1999.

Dr. David Hanson is a nonvoting member representing
Pacific States Marine Fisheries Commission (PSMFC) based in Portland, Oregon.
He serves as Deputy Director of PSMFC and is currently chairman of the
Councils Legislative Committee and Parliamentarian. Dr. Hanson has been
employed by PSMFC since 1989. His responsibilities include service as PSMFCs
liaison with both the Pacific and North Pacific Fishery Management Councils,
development of interjurisdictional fishery management plans for West Coast
fisheries, and involvement in many international fishery issues for PSMFC.
Prior to this position, Dr. Hanson served as Chief of Fisheries for the Idaho
Department of Fish and Game. Dr. Hanson holds B.S. and M.S. degrees from the
University of Minnesota and a Ph.D. in fisheries from the University of Idaho.

Mr. Helvey is the designee for Mr. Rod McInnis, Regional Administrator of the National Marine Fisheries Service, Southwest Region. Mr. Helvey has worked for National Marine Fisheries Service (NMFS) since 1985 in the Habitat Conservation Division and has been the Assistant Regional Administrator for Sustainable Fisheries in the Southwest Region since late 2004. His principal area of responsibility is the conservation and management of fishery resources with regional fishery management councils and member States. Mr. Helvey served as the NMFS representative on the Council's Habitat Committee from 1998-2004. He holds B.S. and M.S. degrees from the University of California, Santa Barbara and the University of Arizona, respectively, and an M.B.A. degree from California State University, Long Beach.

Mr. Lockhart is the designee for Mr. Robert Lohn, Regional Administrator for the Northwest Region. Mr. Mallet is Idaho Fish and Game Director Cal Groens designee to the Council. He is a retired Assistant Director for the department. Mr. Mallet served the department from 1956 to
2000. His duties included Interim Director, Assistant Director, fish culturist,
fishery research biologist, fishery management biologist, state fishery
research supervisor and state anadromous fishery supervisor. Mr. Mallet holds
B.S. and M.S. degrees in fishery science from the University of Idaho.

Mr. Melcher is the Deputy Director of the Oregon Department of Fish and Wildlife (ODFW) and serves as the principle designee for Mr. Roy Elicker, Director for ODFW. Mr. Melcher has a Bachelor of Science degree from the University of Oregon. Mr. Moore is an appointed at-large member from Portland, Oregon, and is serving his second term on the Council, which expires August 10, 2011. He has over thirty years of experience in fisheries policy, science, and management, as well as a lifetime of sport fishing. His background includes work with the Alaska Department of Fish and Game and the U.S. House of Representatives. He has served on numerous international fisheries delegations, the Secretary of Commerce's Marine Fisheries Advisory Committee, as a budget advisor to the Oregon Department of Fish and Wildlife, and as president of a non-profit groundfish research group. Prior to his appointment to the Council, Mr. Moore was Chair of the Council's Groundfish Advisory Subpanel.

Mr. Myer was appointed as an at-large member from Seattle, Washington and is currently serving his first term which expires August 10, 2009. Mr. Myer has been involved in fisheries for over thirty years. He is currently Director of Operations for Arctic Storm Management Group which participates in the whiting industry. Mr. Myer has served on the council’s Groundfish Advisory Panel (GAP) and was vice chair of the GAP in 2005 and 2006. Mr. Myer has participated in commercial fishing for salmon, tuna and mackerel. He received a Bachelor of Science in Fisheries Management and a M.B.A., both from the University of Washington.

Mr. David W. Ortmann, is a fishery biologist and recreational angler from Coeur d'Alene, Idaho. He is serving his third term which will expire August 10, 2010. Mr. Ortmann received a bachelors degree in fisheries from Humboldt State University in 1962. He served briefly with California Department of Fish and Game and retired from Idaho Department of Fish and Game in 1995. Mr. Ortmann was a member of the Councils Scientific and Statistical Committee from 1978 to 1981 and served on the Councils Salmon Advisory Subpanel from 1996-2000. He has been an avid recreational angler since the age of eight and is the author of more than 50 technical fisheries research and management reports. Apart from fisheries, his interests include hunting, jet-boating, golf, running, and fly-tying.

Mr. Roth is a non-voting member representing the U.S. Fish and Wildlife Service (USFWS). He serves as the Deputy Project Leader for the Columbia River Fisheries Program Office (CRFPO) in Vancouver, Washington. Prior to his current position as Deputy Project Leader, he served as the Harvest/Production Team Leader of CRFPO with responsibilities for coordinating harvest and production issues relative to west coast fisheries and the Columbia River Basin under U.S. v. Oregon and the Columbia River Fish Management Plan. Mr. Roth has had extensive involvement with ocean and inriver fisheries having served on the Pacific Salmon Commission's Joint Chinook Technical Committee for 12 years (1985-1996), the Council's Salmon Technical Team for 16 years (1981-1996) and the Columbia River Technical Advisory Committee for over 25 years beginning in 1978. Mr. Roth received his B.A. degree in biological sciences from Northwest Nazarene College in 1974 and started work for the USFWS in 1975. Mr. Roth has spent most of his career involved with salmon and steelhead harvest and production management issues for the Columbia River, Council, and Pacific Salmon Commission areas. More recently he has taken on the administrative responsibilities of managing a large field station with broad responsibilities for aquatic species management and technical assistance within the Columbia River Basin.

Mr. Sones is an enrolled member of the Makah Nation serving his first term as the Tribal designee for the Northwest, Columbia River and Klamath River Tribal Nations. His term expires August 10, 2009. He has served from 2002 to 2005 as the Vice-Chairman to the Makah Tribal Council. From 1994 to 2001 as the Makah Natural Resource Director, responsible for directing activities and assisting the Tribal Council establishing policy in Fisheries, Forestry and Land Development. Prior to this position, he was the Assistant Director of Makah Fisheries from 1988 to 1993, has worked for Makah Fisheries Management since 1982.
Mr. Sones served as the Tribal Southern Panel member of the Pacific Salmon Commission from 1989 to 1992. He has also been the Alternate and Commissioner to the Northwest Indian Fisheries Commission from 1988 to 2006. Mr. Sones has represented his Tribe as a Delegate to the International Whaling Commission, International Halibut Commission, Advisory Panel for the Olympic National Marine Sanctuary and various State and Federal Panels on oil and gas development, spill response and spill prevention.
Mr. Sones has maintained a commercial fishing business since 1978, participating in River Set net, Marine Set net, Drift gillnet and troll for salmon. Since 1995 has also long lined for Black cod and Halibut and is currently fishing in the Tribal mid water trawl fishery.

Mr. Williams is the designee for Mr. Denby Lloyd, Commissioner of the Alaska Department of Fish and Game (ADFG). He is a nonvoting member representing the State of Alaska. Mr. Williams has worked in the ADFG commissioner's office since 2000, serving as the department's Legislative Liaison until appointment as the Special Assistant for the Pacific Salmon Commission (PSC) in January 2004. Prior to working for the department, Mr. Williams worked for the Alaska State Legislature from 1992 to 2000, and owned and operated commercial salmon troll and sport charter vessels from 1978 to 1992. He served on the Alaska delegation during negotiations leading up to the signing of the Pacific salmon Treaty in 1984, and has served on a number of state and federal fisheries and natural resource advisory bodies. Mr. Williams is currently a member of the bilateral Northern Panel of the PSC.

Mr. Wolford is an appointed at-large member from California. He is serving his first term which will expire on August 10, 2010. Mr. Wolford has been a recreational fisherman all his life, first in Oregon and for the past 30 years in California. Since retiring in 2001 as an aerospace systems engineering manager, he has been a volunteer advocate for recreational fishermen in support of science based fisheries management; serving as the Science Director for the Coastside Fishing Club. In that capacity he has actively supported research into rockfish barotrauma survivability and developed recreational groundfish catch estimation methodologies. He is currently supporting implementation of the California Marine Life Protection Act, and NOAA's Marine Recreational Information Program, and has worked with the California Department of Fish and Game, and Commission, to create recreational seasons and regulations for salmon, sturgeon, and striped bass. He has served on the Council's Salmon Advisory Subpanel, and the ad hoc Salmon Amendment Team, and has worked with members of the Groundfish Management Team and Groundfish Advisory Subpanel.
