Request for Nominations to Fill a Vacancy on the Salmon Advisory Subpanel (Washington Coastal Tribal Fisherman)

The Pacific Fishery Management Council (Council) is seeking a qualified candidate to serve on its Salmon Advisory Subpanel, representing Washington coast tribal fisheries. This position has been designated specifically for an active fisherman from one of the Washington coastal tribes and is not intended for tribal agency representatives.
The successful candidate will be expected to complete the remainder of the current 2004-2006
appointment term from September 23, 2005 through December 31, 2006. Candidates for this
position should be able to represent the needs and views of the tribal ocean salmon fisheries in
Washington.
Nominations should be received at the Council office no later than August 30, 2005. Nominations
must include a brief summary of the nominee’s qualifications for the particular position, including
the length and type of relevant experience. Individuals may nominate themselves or be nominated
by other individuals or organizations. The Council intends to make appointments at the September 19-23, 2005 Council meeting in Portland, Oregon.
Advisory Subpanel Duties
When requested by the Council chairperson or executive director, the advisory subpanels shall:

Offer advice to the Council on the assessments, specifications, and management measures pertaining to each fishery management plan (FMP) with particular regard to (a) the capacity and the extent to which the fishing vessels of the United States will harvest the resources considered in FMPs, (b) the effect of such management measures on local economies and social structures, (c) potential conflicts among groups using a specific fishery resource, or (d) enforcement problems peculiar to each fishery with emphasis on the expected need for enforcement resources.

Offer advice to the Council on (a) FMPs, amendments, and regulatory amendments during preparation of such FMPs or amendments by the Council, (b) FMPs prepared by the U.S. Secretary of Commerce (Secretary) and transmitted to the Council for review, and (c) the effectiveness of the FMPs, amendments, regulations, and other measures which have been implemented.

Attend public hearings on the FMPs or amendments.

Attend Council meetings at the request of the Council chairperson or executive director to advise the Council on specific fisheries, with particular reference to the socioeconomic implications of managing those fisheries.

Keep the Council advised of current trends and developments in fishery matters.

Identify specific legal or enforcement questions on proposals and request response through the executive director from the appropriate parties. (Note: The Council staff will attempt to anticipate the need for enforcement and legal advice and arrange for the Enforcement Consultants and/or National Oceanic and Atmospheric Administration General Counsel to attend subpanel meetings.)

Perform such other necessary and appropriate duties as may be required by the Council to carry out its functions under the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).
Meeting Frequency
The Salmon Advisory Subpanel usually meets three to four times per year in March, April,
September, and November; March and April meetings generally run four to five days; meetings at
other times generally run one to two days or may be held via conference call.
Travel Expenses
Subpanel members are reimbursed for actual travel, meals, and lodging expenses up to specified limits incurred while attending official meetings at the request of the Council.

Experience (briefly specify the amounts and kinds of experience which qualify the individual to serve in the particular position).

If applicable, the name, address, and telephone number of individual or organization submitting nomination.
