Request for Nominations to Fill a Vacancy on the Groundfish Allocation Committee

The Pacific Fishery Management Council (Council) is seeking one qualified candidate to serve as a non-voting advisor on its Groundfish Allocation Committee representing the processor sector. The advisor will be one of six advisors needed for discussions regarding allocation among sectors needed to support a possible trawl individual quota program. The Council already has filled the advisor positions representing the following groundfish fishery sectors: trawl, fixed gear, open access, recreational, and conservation groups. The successful candidate will be expected to serve as needed, while the Council develops inter-sector allocation alternatives.

Nominations should be received at the Council office no later than August 30, 2005. Nominations must include a brief summary of the nominee’s qualifications for the particular position, including the length and type of relevant experience. Individuals may nominate themselves or be nominated by other individuals or organizations. The Council intends to make appointments at the September 19-23, 2005 Council meeting in Portland, Oregon.

Groundfish Allocation Committee Objectives

The Groundfish Allocation Committee is charged with developing options for allocating certain groundfish species (e.g., “overfished” species) among the commercial and recreational sectors, and among gear groups within the commercial sector.

The purpose of the Groundfish Allocation Committee is to distribute the harvestable surplus among competing interests in a way that resolves allocation issues on a long-term basis.

National Standard 4 of the Magnuson-Stevens Fishery Conservation and Management Act (50CFR600.325) requires that “allocations shall be: (1) fair and equitable to all such fishermen; (2) reasonably calculated to promote conservation; and (3) carried out in such manner that no particular individual, corporation, or other entity acquires an excessive share of such privileges.” Moreover, National Standard 4 states, “conservation and management measures shall not discriminate between residents of different states.”

Meeting Frequency

The Groundfish Allocation Committee usually meets two to three times per year; meetings generally run one to two days.

Travel Expenses

Advisors are reimbursed for actual travel, meals, and lodging expenses up to specified limits incurred while attending official meetings at the request of the Council.

Nomination Procedures

All nominations must be accompanied by the following information:

  1. Advisory body and position to which person is being nominated.
  2. Name of nominee and present position or affiliation.
  3. Address and telephone number of nominee (include email address and fax number if available).
  4. Experience (briefly specify the kind and amount of experience which qualify the individual to serve in the particular position).
  5. If applicable, the name, address, and telephone number of individual or organization submitting nomination.

Please submit all nominations to the Council office by August 30, 2005. Nominations can be sent by mail, Fax, or email. The Council will select individuals from the list of nominees at the September 19-23, 2005 Council meeting in Portland, Oregon.
