Summary

This action would implement measures to reduce excess capacity in the limited entry non-tribal Pacific Coast groundfish trawl fishery. One of the main alternatives, a trawl IFQ program, would change management of harvest in the trawl fishery from a trip limit system with cumulative trip limits for every 2-month period to a quota system where each quota share could be harvested at any time during an open season. A trawl IFQ program would increase fishermen's flexibility in making decisions on when and how much quota to fish. Status quo (no action) and vessel cooperatives will also be considered along with dedicated access privilege and other reasonable alternatives that may be proposed to address issues identified in the problem statement.
