Proposed Acceptable Biological Catch and Optimum Yield Specifications and Management Measures for the 2009-2010 Pacific Coast Groundfish Fishery Final Environmental Impact Statement Including Regulatory Impact Review and Initial Regulatory Flexibility Analysis

This document assesses the environmental impacts associated with establishing harvest specifications (e.g., acceptable biological catch and annual catch limits) for species and species’ complexes in the Pacific coast groundfish Fishery Management Plan and establishing management measures to constrain total fishing mortality to these specifications. These harvest specifications and management measures will be established for calendar years 2009 and 2010. Federally-managed Pacific groundfish fisheries occurring off the coasts of Washington, Oregon, and California establish the geographic context for the proposed action.
