Pacific Council to Consider Trawl Rationalization Alternative for the Groundfish Fishery Management Plan

Council Meeting Dates: November 1-7, 2008

The Pacific Fishery Management Council (Council) and its advisory entities will meet November 1-7, 2008, in San Diego, California to address issues related to groundfish, coastal pelagic species, highly migratory species, Pacific halibut, and salmon.

Agenda

Key agenda items include Council action to:

Groundfish Management

  • Adopt a preferred alternative for public review of Fishery Management Plan
  • Amendment 20:  Trawl Rationalization
  • Consider inseason adjustments to the 2008 and 2009 groundfish fisheries

Coastal Pelagic Species Management

  • Adopt for public review, terms of reference for use by 2009 stock assessment review panels
  • Adopt Pacific sardine harvest guideline and management measures for 2009

Highly Migratory Species Management

  • Adopt final changes to the 2009-2010 management measures for highly migratory species, including thresher sharks
  • Develop recommendations to U.S. representatives on the Western and Central Pacific Fisheries Commission

Pacific Halibut Management

  • Recommend catch apportionment methodology to the International Pacific Halibut Commission
  • Adopt final proposed changes to the 2009 catch sharing plan and fishery regulations

Salmon Management

  • Adopt final methodology review changes for use in the 2009 salmon seasons

All meetings are open to the public, except a closed session to be held on Sunday, November 2, from 1 pm to 2 pm, to discuss litigation and personnel matters. For more information on the meetings, refer to the Agenda or call the Council office at 503-820-2280 or toll free 1-866-806-7204.

Public Comment Guidelines

The public is encouraged to comment, either verbally at the meeting or in writing. Timing of agenda items may change as the meeting progresses, and items not completed on the scheduled day will be carried over to later in the meeting, usually the next day.

Oral Public Comments

  • Oral public comments will be accepted prior to action on each agenda item.
  • Comments on fishery issues not on the agenda will be accepted at the beginning of the day on Sunday, November 2 (under Agenda Item B.1.a).

Written Public Comments

  • The public is encouraged to submit any written public comments as far in advance of the meeting as possible.
  • Comments received by 11:59 pm on October 15, 2008 will be included in the briefing books mailed to Council members prior to the meeting.
  • Comments received after October 15, 2008 but by 11:59 pm on October 28 will be distributed to Council members at the onset of the meeting. Comments received at the Council office on October 29 or later will not be distributed at the meeting, and will not be included in the meeting record.
  • If you cannot meet this latter deadline, but would like your written comments distributed to Council members at the meeting, please bring 40 three-hole punched copies to the meeting with the agenda item topic number in the upper right corner of the front page of each copy. Refer to the Agenda for the topic numbers.
