Council to Consider a Variety of Issues Affecting
Management of Fisheries in 2007 and 2008
Council Meeting Dates: November 4-9, 2007
The Pacific Fishery Management Council (Council) and its advisory entities will meet November 4-9, 2007, in San Diego, California to address issues related to coastal pelagic species, groundfish, Pacific halibut, and salmon.
Agenda
Key agenda items include Council action to:

Take final action on proposed groundfish exempted fishing permits for 2008.

Consider potential adjustments to 2007 and 2008 groundfish fisheries, including Pacific whiting season dates.

Adopt a range of preliminary acceptable biological catches and optimum
yields for 2009-2010 groundfish fisheries as well as a preliminary range of
initial allocations, management concepts, and management measures.

Adopt alternatives for public review for an intersector allocation in
groundfish fisheries.

Refine trawl rationalization alternatives for analysis.
-
Adopt changes to the catch sharing plan and 2008 annual fishery regulations for Pacific halibut.

Adoption of the 2008 preseason management schedule including sites for public hearings and final salmon methodology changes for the 2008 season.

Adopt a Pacific sardine harvest guideline and 2008 management measures.
-
Approve the Pacific mackerel assessment methodology.

Evening Sessions
There are also two evening events scheduled:

an informational trawl rationalization presentation on Monday, November 5, at 7 pm, and

the annual banquet to honor outgoing Council/Committee members on Wednesday, November 7, at 6 pm.

Public Comment Guidelines
The public is encouraged to comment, either verbally at the meeting or in writing.
Timing of agenda items may change as the meeting progresses, and items not completed
on the scheduled day will be carried over to later in the meeting, usually the next day.
Oral Public Comments

Oral public comments will be accepted prior to action on each agenda item.

Public comments on fishery issues NOT on the agenda will be accepted at the start of the open session on Monday, November 5 (Agenda Item B. Open Public Comment).
Written Public Comments

Written public comments are accepted by the Council at any time. However, the public is encouraged to submit written comments as far in advance of the meeting as possible.

Comments received by 11:59 pm on October 17, 2007 will be included in the briefing books mailed to Council members prior to the meeting.

Comments received after October 17, 2007 but by 11:59 pm on October 30, 2007 will be distributed to Council members at the onset of the meeting. Comments received at the Council office after October 30 will not be distributed at the meeting, and will not be included in the meeting record.

If you cannot meet this latter deadline, but would like your written comments
distributed to Council members when you testify at the meeting, please bring 40 three-hole punched copies to the meeting with the Agenda Item Topic Number in the upper right corner of the front page of each copy. Refer to the agenda for the topic numbers; for example, Agenda Item B.1.c refers to public comment on the first item under Administrative Matters on the November agenda.
